The original creators of Caillou actually wanted to give him blond hair at first, contradicting his parents' dark hair and his sister's red hair, but they eventually decided to make him bald since they realized that it didn't look right on him.

Charles Schulz never considered Charlie Brown to be bald, just really light-haired. While CB doesn't have as much hair as the rest of the Peanuts cast, it would be interesting if he did.
